Tuckpointing is replacing the mortar that is missing where the bricks meet.  The mortar joints deteriorate due to weather and stress over time, and those joints need to be refilled with new mortar.

Some mortar joints also need to be ground out with a grinding saw.  This will remove mortar that has become weak and loses its bond with the bricks due to stress over time and exposure to the weather.   Removing the mortar allows the new mortar to be filled sufficiently so it adheres to the bricks.  Not all mortar joints require the joints to be ground out.
